I thought we figured out he couldn’t pardon someone for a state conviction. What changed, or is this to cause a challenge in court or possible review of evidence (which they destroyed), etc

Could have been in a packet of administrative appointments that got approved as a batch. Frankly Gregg could have been slipped in there by somebody. I'm giving this one some time to see how it plays out before assuming Trump has lost his marbles.
