When analysed alongside NPCC disclosures & MET Police correspondence, it shows handling of Covid-19 vaccine-related criminal complaints in early 2022 was not a series of isolated local decisions, but flowed from a nationally coordinated operational & comms framework.
The report sets out:
• how criminal complaints were framed at national level
• how a “no investigation” narrative was embedded & circulated
• how crime reference numbers were deliberately re-defined
•how contradictory evidence was retrospectively neutralised
• how non-recording later came to be described internally as a success
No motives are alleged & conclusions are imposed.
The analysis is confined strictly to what the document establishes.
